I think they handle it with restraint without resorting to excessive force.
What do you think they do wrong?

Anybody touching them should be considered assault and they should be arrested and detained immediately.
At that moment they don't have the resources to do that.
There is nothing happening that looks like lethal force is justified, and for non-lethal action they need more men.
The consequences of this attitude is that there are not regularly citizens killed by government enforcement agencies.
In Europe things are not done at gun point.
