Is that even a real number? Is that actual assistance actually delivered? Or is that stuff that Congress promised and then defaulted on?

Sometimes paying off an enemy is cheaper than the alternative of stepping up your defences. As long as you have the potential of quickly raising those defences if needed, the risk doesn't need to be unacceptable.

Only withdraw the troops when American and South Korean monitors have verified that they're gone.
